Is it crossing the line of duty to seize homeless persons property and throw it away? I think that is out of line. In this case, look up "prior restraint". It somewhat goes along these lines. The chiefs call logs and phone records are public record. You'd be suprised what you can get if you push the FOIA issue. I've been outright lied to before till I contacted the States Attorney Generals Office and they sent the city a letter saying they need to comply with my requests, after they claimed they didn't have to.
