I totally understand what you mean with the tea analogy!
For me it's a bit different I think because I think my interest in tickling is much more BDSM-y. Though with spanking I definitely feel more TTWD-y about it (though the difference between BSSM and TTWD can get very blurred and confusing and everyone has got a different idea of how and where they're different [or not] and how much they do [and don't] overlap).
For me, tickling is definitely 'play' 100%. There is actually a small subset of people who like tickling as genuinely torturous and non-enjoyable and used as actual punishment. I am not one of those people. If tickling is a 'penalty' or 'punishment' then I still don't want it to be 'real'. I would never be interested in tickling as a 'real' consequence and 'real' discipline. I like it as a 'revenge' or response to playful bratting or cheekiness, or a 'penalty' for losing a game for example. Not as a consequence to change a behaviour.
Still, tickling isn't suuuper common among bdsm people it seems (esp women and super esp lesbian women). There are people into vanilla-level tickling (you know, brief playful tickles) but it's harder to come across people into intense tickling.
So to use your analogy, at first I thought maybe it's like I'm someone into both the hot tea and the iced tea... but actually, I think I might be someone into iced tea and hot chocolate, when everyone else is into hot tea. . .
Or maybe I think we're talking about tea as in dinner, but everyone else is thinking of the drink
