We have the same problem here and it really does have a lot to do with parents not teaching their kids the laws. The main street of my town is a state hiwhway so there's lots of traffic and kids on e-bikes don't even make an attempt to look in both directions before crossing it.

We do have a law that any e-bike that goes over 15mph has to be license but I don't think that includes the kids needing a lincense to ride them.
