I've just had a look through Elsa for a vw Golf with same engine code and it states after checking quantity adjuster wiring and wiring back to ecu then check adjuster its self, if in spec then replace control unit. If quantity adjuster not within spec then replace diesel pump. Also as you mentioned earlier it is duty cycle controlled with an inbuilt sender to report position back to ecu. Not sure if this applies but once the pumps are replaced don't you need to dynamically check pump timing as this can cause performance related problems but don't know why it would log this code ignition on engine off. I think you have to physically turn pump to set timing within a specific area. If you log onto autodiagnos website and look in technical bulletins it has more info on this.
