Just picked up on this post. Have had exactly the same fault & gone down the same diagnostic route. The vehicle is now fixed. If you get it on a Clip machine there is an EGR adaption function which needs to be reset, the actual value at the time of the fault is zero so thats where it puts the valve position. According to my Renault dealer if the vehicle is driven for a long period of time with EGR faults the ECU keeps that code stored & screws up the adaptions. Which is why you can actuate the valve, it just chooses not to when driving.
