Hi Jamie. Are you checking it with the plug disconnected. ??? I think Daves method is with the plug connected and backprobing.
If you are checking it with the plug connected then the EGR valve solenoid is open circuit. ( as the B+ should go in pin 1, through the windings and come out on pin 5 )
Have you powered the EGR valve on the bench to see if it works. ?? You can put battery pos and neg straight across the 2 solenoid terminals and watch the pluger jump in and out.
