    Hi,the modern direct injection diesel engine usually will not need glow plugs to start unless the temperature drops below approx 9 degrees,however the plugs may be used AFTER EVERY start(hot and cold) for up to two Min's for emission reasons.

    The "additional heaters" you mention are there to speed up the warm up phase if needed.
    E.G.
    On a cold day you get in your car,start it and turn the heating system to the top speed to de-mist the screen,the additional heaters would then be turned on to speed up the heating process of the water system for your comfort.

    They may also be used to speed up the warm up phase so that the engine spends less time producing excess emissions(depending on drive cycles)

    They can be used at other times as well(depending on software programming)

    They will not effect the engines ability to start
