DF099 Cylinder 1 injector circuit, under voltage on injector control current.

Vehicle was presented as a non runner, live data indicated low rail pressure cranking (35 bar).
Checked for excessive leak back all OK, checked low pressure side OK, removed supply pump on rear of high pressure pump inspected drive (been told gives trouble). Disconnected IMV to check pressure increase went to 80 bar. Removed pump had it and the IMV checked all OK. DF099 hadn't not logged up to this point. Checked rail pressure sensor output at cranking 1.4v realised now that live data rail pressure was missing one digit! So cranking rail pressure was in fact OK.
After some continuous cranking DF099 logged checked injector found it was closed circuit resistance virtually 0 ohms. Disconnected no 4 injector and it started on three cylinders and ticked over. Had injector checked and confirmed faulty, installed new injector and have exactly the same results (will start with no 4 disconnected).
On checking fuel delivery side we found the the fuel filter element was to short for the canister so probably a lot of unfiltered fuel has been going through the system.

Any ideas would be greatly appreciated.
