I would think 'max soot' fault code is a calculated factor, so possibly the only way to clear would be to carry out a regen or carry out the fit new DPF function. (you could try a battery reset.)

Question is why wont it carry out a regen, does it give any reason.

That pressure seems low to me, is the DPF in good condition ?
