After re testing everything again I gave in and sent the van to auto electrician. After they spent Three hours testing out the van they came back saying that everything checked out ok the throttle body did not need programing in and they thought it might be the ecu. Went back to manufacture to double check part numbers and after a double checking engine numbers turns out this van has a wiring harness adapter that is required fitted new harness and now the lights out and the van going like a dream.
