As previously posted u really need to carry out some checks,look closely at vacuum to boost control valve and then from valve to turbo, T in vac gauge and drive it.
As a quick check, remove vac hose from plastic connector on vac pump outlet- make sure the small hose isnt blocked,from memory run an 1/8 drill bit thru it by hand, also check all pipes are on vac reservoir- its tucked under manifold just above starter- your readings taken with vac gauge should bring you back to these anyway
Also check valves/vac pipes on vac valves mounted below alternator, these can cause the vacuum to "dump" if not 100%, again gauge readings will bring you back to these
