While checking voltage on the signal wire connect a test light from the signal wire to earth.
If the voltage drops to zero it's most likely only test voltage from the ECU.
You could also watch live data to see if it changes while connecting the test light to earth.
As Aidan said the test voltage is used to check circuit integrity.
