It was sticky vanes. I had a Kent turbo save kit in stock which you remove EGR pipe and stick a long tube down to the turbo and release all the aerosol, leave for twenty minutes to soak then move turbo rod back and fore reassemble and job done.
I now have 2000 mbar at full turbo pressure. Not 2500.
