Does the Launch tool provide any live data for the ADM? If so, what does it report the level as?

According to Volvo's VIDA, the ADM-0005 DTC is set when:-

1) the tank is empty,
2) there are DTCs set for the tank level sensors,
3) possible damage to the ADM.

It does suggest doing a software reset of the ADM using VIDA once the tank level has been verified. Probably the easiest way for you to do this is to disconnect the ADM for a short while. Don't Peugeot's have a similar problem with the module locking up? Failing all the above it says to replace the additive tank.

The ECM-A610 DTC is only set due to the DTC set in the ADM.
