There is alot more you can/should check before removing pump.
Has this got an intank pump?
I would think the may be an integral suction pump in the high pressure pump?
You really need to validate the low pressure fuel circuit first.
Maybe for example, if the cranks signal is corrupt or non existent and the ecu didn't think the engine was turning, why would it even try and generate pressure?
What is the FRPS signal reading at KOEO? with a scope or DVOM.
How did you check for pressure at the back of the pump?
I wouldn't want to remove the pump on one of these or any CRD unless I was sure it was the problem.
