You need to be seeing about 250 bar while cranking.
Check it again from ignition on and see what it starts at and builds to, may indicate if the pump is even trying to make pressure.
Is the fault code logged with just ignition on, which would indicate a solonoid fault? Or is it after a period of cranking, which would indicate a problem with the fuel supply or pump, and the solonoid is going out of range, trying to make pressure?
Not sure what tester you are using but tech 2 has actuator test for the solonoid so you can hear it clicking, you can't just supply a feed to this part, it is controlled by duty cycle or frequency etc. It's normally best to use a scope on the switching side and see what you get with ignition on and cranking, but then if it clicks when you're supplying a direct feed, then it's safe to say the solonoid works.
You need to check the fuel supply is good to the pump and also injector leak offs.
