You need to check primary pressure. Primary pressure in turn affects high pressure. While stationary high pressure sometimes will be ok but when you put it under pressure high pressure is not achieved.
The other thing to check are the suction control valves on the back of the high pressure pump. These go faulty regularly causing severe lack of power. They generally need to be current ramped as they fail intermittently.
