Hi Martin,

The Signals on Pins 3 and 5 are not PWM (pulse width modulated) signals, they are CAN data signals. The Electronic actuator is a remote CAN node that controls required boost using information transmiited on CAN from the main PCM.

Your Scope trace would suggest the integrity of the CAN wiring is fine, therefore you have either an actuator fault or a turbo fault.

I would suggest you do a bit of research on CAN Bus systems or get a training course booked with James Dillon or Frank Massey.
