What are the pressure readings before and after the filter? Are the pipes ok going to the pressure sensor? I've seen systems with plastic pipes before that have melted hence only the post reading is seen and it thinks the filters blocked.

The code you're getting is pretty direct. It thinks it's blocked and you need to find why it thinks it's blocked. I use a manometer to see if what the ECU thinks is valid.
