I assume when you say pressure control valve you are refering to the regulator, I have had a few of these now where if you remove regulator from the pump and check fuel condition there will little gritty bits i normally blow the pump and regulator out with an airline and wipe down inside of the pump and clean out rail and fuel lines then replace fuel filter and fill it with a good known addative this works most of the time if this is not the case with yours i would scope your regulator and pressure sensor to try and see what the are doing as the pressure starts to rise
