We have a couple of Harvard floral patterns in our database, they don't match this but would appear to be about the same time period, late 19th century. Yes, you're reading the registry number correctly, which would date the pattern registration to 1894. No telling how long after this the pattern would have been produced. The only H & Co. maker I could find for this time period was Hammersley & Co. of Longton, Staffordshire, 1887-1932. If I find more will let you know.
