A lovely platter. It is included in the TCC Database of Patterns and Sources as pattern #7045. It is called Departing Traveller. The DB example is on a plate. Here is what the DB states, you can agree or not with some of the interpretation:

Plate, 8 5/8 inches. This is a Chinoiserie pattern that seen occasionally and recognized by many. In FOB Bulletin #100, p. 7 (Summer 1998), the pattern is illustrated, named, and discussed. "It is an oriental scene with a traveller leaving an inn and wending his way into the unknown. Four faces watch him go, apprehensive for his safety. The long ears of his mule set against the water beyond seem to emphasise the loneliness of this intrepid traveller. Where will they be tonight?" Discussion in FOB #104, p. 9 suggests that the pattern may be based on a water color by Samuel Daniell, signed and dated 1801. The title is "Return from the Hunt". No image has come to light for that title although "Boors Returning from Hunting", dated 1804, by the same artist, is available on line. The figure on horseback in that print has a large animal draped over the horse behind the rider. Returning and departing look much different in a picture. The pattern here has a strong feeling of departing.
