It's hard to say how much of Goring's crap Hitler actually believed. I mean, in the early days Goring was almost saying that the luftwaffe could win the war by itself. But by the end he was definitely the most in disgrace. At least up to the point where Himmler made overtures to the western allies (through Count Folke Bernadotte). It's possible that of all the things that happened during the war, that was what bothered Hitler the most. Of course, he only lived a couple of more days after that.
But as far as the decision to carpet bomb Stalingrad, I think it was a non-decision really. Hitler wanted the city wiped off the map, and why else have all those bombers that far east? All of the air powers of the time were being used to their maximum effect in terms of bombing, and no one really questioned the policy until after the war. But it's been argued about pretty much nonstop since then...
