It does allow emergency powers for tariffs. We'll see if he can do it under other statutes.
The guy is as reckless with "emergencies" as Joe Biden.
Of course, the Constitutional argument is separate from how stupid the tariffs are in the first place, and the chaos under which Trump operates. Raising them, lowering them, whatever, all on his whims.
