Apartments can be cheaper than that if decided upon by the landlord / developer OR if they want additional density bonuses for EXTREME Affordability.
Section 8 vouchers require a tenant to pay 30% of their income and then the local housing authority provides a voucher to make up the difference between that 30% and fair market rent. By statute, no landlord in LA County can refuse to rent to a tenant based on Section 8 alone (wink wink / nudge nudge).
All of that said, there is no requirement to build Section 8 housing in all construction and no requirement to provide affordable housing units in any new construction less than 5 units.
So, I think your street is likely fairly safe from the riff raff. Previous Message
