as people who generally don't hold political opinions or identify as part of a political group. i.e. how most of us were up through college or our 20s, where you knew who the president was, and maybe 1 of the 2 senators of your state... but outside of national election season, you didn't really overlap with politics, and you generally focused more on your personal and local concerns. these people could vote for obama in 2012 and trump in 2016 (or bush in 04/obama in 08).
