1. Feeds: some feeds allow a more rapid (not necessarily in volume, but in actual time) flow of the ink to the nib, as soon as the pen is held vertically.
2. Nibs: some are adjusted for wet flow and have a pellet that quickly dispenses ink to paper.
3. Cap: of course, this is probably the main factor! A sealed cap will retain moisture in the feed longer than a ventilated cap.
The other factors are: ink, humidity and temperature of the air and the type of paper in use.
There are probably more factors, but probably not as relevant...
