To make it more sporting: the two films underlined in the master list from 2018 (the text in italics above)--FORCE OF EVIL, ON DANGEROUS GROUND--are being shown in NC 19 next month. You can remove those two as well to eliminate redundancy and add two more films of your choice to fill in the 24-film lineup that arguably could be called "the best of Noir City" with three more noir gems not seen since, say, 2013...
Some "first-tier noir" (YMMV) screened at NC previously that's not yet been repeated:
#1: LADY FROM SHANGHAI, BORN TO KILL, NORA PRENTISS, THE LINEUP
#2: DETOUR, DOUBLE INDEMNITY, MILDRED PIERCE, STRANGE LOVE OF MARTHA IVERS, THE LETTER, THE RECKLESS MOMENT, LEAVE HER TO HEAVEN, CAGED
#3: M (1951), ON DANGEROUS GROUND, HE WALKED BY NIGHT, WHERE THE SIDEWALK ENDS, FORCE OF EVIL, MURDER MY SWEET, CRIME WAVE
#4: STRANGERS ON A TRAIN, THEY LIVE BY NIGHT, THE NARROW MARGIN, NIGHTMARE ALLEY, HOLLOW TRIUMPH, BLACK ANGEL
#5: RAW DEAL, 99 RIVER STREET, THE BIG COMBO, THE DAMNED DON'T CRY
That's 29 titles, and since "mainstream" noirs seem to be back in play, you could make one of the best NC festivals ever out of this core group. You could have the usual 24-25 film lineup and still skip the films from #1 to save 'em for that SF noir reprise that really should be the way to go for NC 20.
Forgetting about "SF noir" for this exercise means that we have to remove the five films in bold type above, which are all SF noirs previously screened at NC but not yet repeated.
That leaves us with twenty-four films previously screened that would make up a wide-ranging, highly representative series presenting various aspects of the apex of noir. Here are those twenty four in chronological order:
THE LETTER (1940)
DOUBLE INDEMNITY (1944)
MURDER MY SWEET (1944)
DETOUR (1945)
LEAVE HER TO HEAVEN (1945)
MILDRED PIERCE (1945)
THE STRANGE LOVE OF MARTHA IVERS (1946)
BLACK ANGEL (1946)
NIGHTMARE ALLEY (1947)
FORCE OF EVIL (1948)
HE WALKED BY NIGHT (1948)
HOLLOW TRIUMPH (1948)
THEY LIVE BY NIGHT (1949)
THE RECKLESS MOMENT (1949)
CAGED (1950)
THE DAMNED DON'T CRY (1950)
WHERE THE SIDEWALK ENDS (1950)
M (1951)
STRANGERS ON A TRAIN (1951)
ON DANGEROUS GROUND (1951)
THE NARROW MARGIN (1952)
CRIME WAVE (1953)
99 RIVER STREET (1953)
THE BIG COMBO (1955)
You could remove FORCE OF EVIL and ON DANGEROUS GROUND and replace it with REPEAT PERFORMANCE to cover the FNF's restoration component. Then you'd need one more title to get back to 24--I'll let others weigh in on what film that ought to be...
