I guess I would call if I saw a man beating his wife, or someone trying to break into a neighbors apartment.
But watering the lawn? I don't think I could sleep at night. Probably from the constant tomatoes and eggs splattering against my windows or that shadow of an irate neighbor out front holding a crowbar.

Today I get home from work and find a notice stating the law about cleaning up after a pet. I don't have a pet, but there was an article of law attached stating there's a state law against providing a dish of clean water to a stray cat.

The dish stays.
