    Observations:

    Parking like that is probably self-defence against useless cunts who aren't able to park such that they can open their door without dinging the shit out of everything in a mile radius.

    It looks like he's parked on the outskirts of the car park so, unless it actually, regularly, fills up probably not actually too much of a problem.

    Parking across two bays, as far from the entrance to the shop as possible (presumably) to save him from door/trolley dings makes him smashing his wing-mirror to bits especially daft.

    Sticking something that difficult to remove to someone's property probably constitutes criminal damage.

    Besides, the car's done nothing wrong. If you don't like way he's parked it, tell him. Sticking shit to an innocent, otherwise inanimate, object just seems a bit shit and snide. Like keying someone's poor car because you don't like the owner. Bit wonky, can't approve.
