Think you may be forgetting some of the absolute dross from the conference years... Yes, he didn't perform for us, but there is clearly a player in there somewhere. His scoring record in the Championship over the past 5 seasons is:

8 goals for a team which finished 16th
14 goals for a team which finished 23rd
8 goals for a team which finished 14th
10 goals for a team which finished 19th
4 goals in half a season for a team which finished 24th

Not prolific, but a regular scorer at Championship level, even in teams which weren't very good. In theory it should translate to being at least a 15-goal a season striker in a good team at League One level. For context, only 7 scored more than 15 this season.

It's also worth noting that even when he didn't perform for us, he went on loan to the league above, not the league below. He's not a bad player, but it didn't work out for some reason. Could that be reversed? I don't know.
