Why isn't that in plain English? it’s not aimed at the average fan, it’s a vain attempt by GS to gain credibility, look smarter than he is and show he is in control. It comes across as distant and pretentious.
Translation - Outline permission was granted in January 2019 and over 7 years later the funding hasn't even been lined up nor contractors for the residential appointed.
No detailed planning on the residential yet so piling can't start until that is granted. Bearing in mind that Plot A is planned to start in October this year, it very much looks like it's falling behind already.
To answer your first question, Limak - allegedly one of Ergodan's gang of 5, involved in corruption, bribery, fraud, environmental damage and protests at KR - are involved in the stadium build only. We still don't know who is building the residential and commercial parts.
