Give teams a limited number of challenges, like in cricket or tennis. They have to specify why they are challenging, and the VAR can only look at that part. The VAR gets 30 seconds, maybe a minute at most to decide. If they aren't sure, then it's like "umpire's call" in cricket - the decision stands, but the team doesn't lose a review.
