Expand it to all clubs, at the end of the season all 24 clubs play in a knockout competition and the winner gets promotion. All games are played in a sealed arena, there are no rules other than getting the ball in the net of the other team. First goal wins, and it is broadcast live across the world. Winner takes all. That'll do it.
