It is the same for all countries who signed the Geneva Convention in 1949. The convention set rules that each Government in each country has to abide by in the treatment of asylum seekers including having to offer them accomodation and feeding them whilst their applications are being processed. So it is International Law. 250,000 people from Belgium came to the UK in WWII so this is not new.
