Dick. I doubt it. The earliest 3" guns I have seen started around 1924 with the Longrange/Wildfowl guns and the .410's in 1926. I have an Eagle 1918 that has 3" chambers and they are marked as such on the barrel flats in a straight line. The Cody records reflect a second entry for this serial number and the order number reflects that the second order was shipped in 1925 or 26, not clear whether its a 5 or 6. I subspect that the gun was returned to have the chambers lengthened in as much as that service was available and listed in the repair price list at that time. John Houchins.
