Tom, I'm sure our US makers do/did their best. However litigation in the past was a much lesser issue. Since it is such a large issue and has the potential to "wipe out" a small concern(me!), I choose to err on the side of "belts and braces". To go back to my medical annalogy and litigation, the word/work of a Board Certified specialist is always given more weight in a court of law than the ole country doc. The University does the procedure day-in,day-out, not once every 6 weeks. The University has "seen" it "all" in it's corporate experience. Doc Adams of Dodge City may only have read about it. The same seems to me to be true of an intitution such as a government proof house. You are certainly entitled to your opinion but I choose not to risk my anatomy and/or meager worldly possessions on "Doc Adams".
