I had a similar problem with my Marlin-era 16 FW 16 ga. In my case the pin that the "Extractor Activator" pivots on was severely bent. I replaces it with a section of drill rod, and haven't had any problems since.

I have still not found a LOW PRESSURE load that suits me. I have been shooting 1 oz. with both Remington and BP wad and 18.5 gr. of Hodgdon's Universal Clay in Remington hulls. This give a mild velocity load, 1,150 to 1,200 ft./sec. However, the pressure is in the 10,000 c.u.p. range.

I believe lower pressure loads would take some strain off this extractor system.
