Cocking Rod Falls Out

Gentlemen, I just bought a 1914 Ideal Grade 12ga, with 32" barrels choked a tight Improved Mod, with a Curtis Forend. Overall, the gun is about 85%. The right cocking rod will fall out of the receiver when pointing downward. The gun functions as intended using snap caps. It will cock and fire every time. Question 1, what holds the cocking rod in place? Question 2, I'm guessing I have to remove the side plate? Question 3, in this condition is it safe to shoot? I bought this one to shoot trap.
