I have a plug in hybrid. It had gone up again this year despite an additional year NCD (ruined by vandalism and me being too tight to pay for protected!).
I did a quick comparison between my PHEV version of the car and a diesel version - £933 v £478 - almost double.
Difference in list price on Cazoo of the same spec similar miles diesel I chose for the test and the price paid for mine - £500. How can they justify another £500 per year for insurance for a car worth £500 more? (assuming the risk of me hitting other cars doesn't increase based on fuel)
