The council didn't help with loans. There was at one time an option for a central government loan facilitated by LCC, but it was never taken up.
The stadium is fully Everton's to do with as they like. The branding will be added but it's a modern stadium and most don't have a load of badges all over the place. The branding is added using the LED boards as well as banners and flags etc.
