I agree, all living at the same address, doubt if it was split accommodation, not uncommon for two families to live together, still went on into 20th century!! property still there, a small terrace, in Exmouth now, was all called Withycombe Raleigh then.
Susan the mother (maiden name Hutchings) was born in Chideock, which is near Bridport, Dorset. Samuel deceased after 1891, susan a widow then, still living in same house.
