The Settlement Examination of 1817 relates to the parish Of Ilsington, so he was resident there at the time.
In 1851, in Ilsington, there is a Samuel PENGILEY in Ilsington with wife Winifred and a daughter. He's a Chelsea pensioner, place of birth unknown.
In 1861, he is in Ilsington, and his place of birth is shown as Newton St Cyres.
