I have found a mention of Frogmore Lane in some online minutes for Bickleigh PC, dated 2016.
It says 'at the bottom of Blackeven Hill'.
Incidentally, there is a Frogmore Farm on the 19th C censuses, in Egg Buckland which is about 5 miles away from Bickleigh, I think.
