I agree with Deborah, that 'Devon' on the 1891 is a red herring.
This is the birth reg for Robert Belcher:
BELCHER, ROBERT mmn DIFFORD
GRO Reference: 1880 J Quarter in CIRENCESTER Volume 06A Page 394
Circencester reg dist includes Duntisbourne Abbots.
I can't see any other Robert who would fit.
