In 1891, Kate and 2 other children are living in Tredington nr Tewkesbury and the children's birthplace was given as Dunsborne Abbots. Dunsburn is what the birthplace for Robert looks like in 1891. A birth registration for a Robert Belcher is shown in Cirecncester in 1880 (covers Duntisbourne Abbots). I think Devon is a red herring.
