Ham radio operators have more robust wire antenna setups than that. 20 feet.
The request itself, I have never read one worded like that. It is honest, but def not written by legal or a seasoned engineer.
Unless they can move the COL, duplex with someone else or colocate with something else they own on AM, 1300 might be on this STA for a long time or going away.
