These AM on FM translators need to be fully within the AM signal's 60 dBu or within 25 miles of the AM transmitter I believe. They're considered fill in translators.

I believe some have to or had to rebroadcast the AM signal they are associated with, nothing else. Others are allowed to change the station they were translating, either to HD2 or an FM station or another station. Depending on the translator.
