They don't pay the artists much per stream. Maybe like $0.005 (less than 1 cent) per stream goes to the artists. CD sales and MP3 downloads made the artist more. If they're only getting a few cents per stream, why bother to make anything good?
Same goes with labels looking for artists. Why pay someone a bunch of money and effort to go discover talent when they can go find random mumble rappers on Soundcloud and get their few cents that way? The outcome will be the same. Less than 1 cent per stream.
Radio as a result gets lower quality music. Fewer people listen to radio because they can stream everything. Record industry doesn't get the same amount of money, so they go after radio trying to get royalties when before the stations were a huge asset to them when it came to promoting and selling albums. No longer the case.
It's not getting better. This is how it is.
