The music comes from Westwood One. Barter. Westwood One gets a minute of airtime for their spots every stopset. Station gets the rest, and the programming.
They plug it in and walk away from it. In theory it could run from a computer and a satellite receiver (Or with the modern satellite services, a simple internet connection) at the transmitter site.
If they can potentially get it a translator, then they can sell it more as an FM station. If they can't, they can get High School sports on the air, which is still somewhat profitable in small hick towns where all they have is an AM or one AM and one FM.
In 1550's case, they're likely waiting on a translator. 1480 is all set.
